Apprenticeship and Training Services Consortium Ltd and Our Subcontractors

Apprenticeship and Training Services Consortium Ltd (ATSCL) is a private limited company set up in December 2010 by two existing quality driven independent training providers North London Garages GTA Ltd (NLGGTA) and Tempdent Dental Agency Ltd to combat minimum contract value (MCV) thresholds introduced by the Skills Funding Agency. 

The MCV threshold excluded all training providers from holding an SFA contracts if their contract value was below £500,000 and it was necessary for many small providers to either form consortiums or merge into a larger provider. NLGGTA and Tempdent formed ATSCL and their combined contract value exceeded the MCV threshold.

ATSCL was awarded a Skills Funding Agency contract in August 2011 which is wholly subcontracted to training providers NLGGTA, Tempdent and the addition of the Heritage Skills Academy (HSA) in 2017, with an aim of delivering highly successful apprenticeships and developing provision within the flexibilities of the single adult budget in Motor Vehicle Maintenance and Repair, Dental Nursing, Customer Service, Business Administration, Team Leading and Management (Office qualifications) and Heritage Skills in Classic Vehicle Repair.

ATSCL comprises of two company directors and increased their ESFA contract value significantly over the last 9 years whilst maintaining achievement rates above the national average.

The ATSCL management team meet monthly to report on performance across the funding year, contract compliance and management of the subcontracted provisions. Monthly detailed subcontractor reports ensure the management team can view all aspects of the ATSCL provision and propose changes if necessary while adhering to ESFA guidelines and funding rules. Due diligence and Internal auditing of subcontractors is maintained as part of the ATSCL contract and all subcontractors actively contribute to the ATSCL Self-Assessment Report and Quality Improvement Plan.

ATSCL has been Ofsted inspected and achieved Grade 2 in February 2018.

Both NLGGTA and Tempdent became Prime ESFA Contract Holders in 2018 and received independent OFSTED inspections, Tempdent February 2019 and NLGGTA in November 2019 with both provisions achieving Grade 2. 

North London Garages GTA Ltd

NLGGTA is a private limited company based in Enfield, North London. It was originally formed in 1970 by the Road Transport Industry Training Board to provide its members with a training service for the motor trade in the area. The company comprises of a Chief Executive, one director, 2 managers, 4 technical tutors, two assessors, a recruiter and administrative assistant. A large majority of company’s provision is government funded. NLGGTA maintains contact with a range of employers in North, East and South London and parts of Hertfordshire and Essex. It currently has active links with 120 employers ranging from small and medium sized organisations to a national transport company. They provide motor vehicle traineeships and apprenticeships at level 2 and 3 with most learners aged 16-18. 

Tempdent Recruitment & Training Dental Agency

Tempdent is a private limited company which is based in Whetstone, North London and are a national training provider. Tempdent was originally founded to supply temporary and permanent dental nurses to dentists in and around Greater London. They have been providing training for dental nurses since 1999, and began offering government funded training in 2000. In July 2012 they started delivering the advanced apprenticeship online to dental corporates and the current provision is government funded training. Their main provision is in dental nursing advanced apprenticeship Standard with all learners employed in dental practices. Tempdent work with approximately 2,000 employers across both their training and dental agency. They also provide apprenticeships in Dental Practice Management and Team Leading and Management. Tempdent provide privately funded National Diploma in Dental Nursing, post registration Sedation, Radiography and Oral health Education and numerous short CPD courses.

Heritage Skills Academy

The Heritage Skills Academy (HSA) is a private limited company and started training in 2017 in response to a widening skills gap within the restoration sector, working closely with engineering restoration specialists from the vehicle, aviation, marine and steam world to ensure high quality training. The HSA team have successfully developed and are delivering a training programme tailored to the requirements of the specialist classic vehicle industry.

The Heritage Skills Academy (HSA) is located in the heart of ‘Bicester Heritage’ which has gained international recognition as the UK’s ‘Centre of Excellence for historic motoring and aviation. For apprentices lucky enough to become part of Heritage Skills Academy, the location within ‘Bicester Heritage’ provides an exciting and vibrant environment which embeds them within the world of specialist engineers, historic engineering and cutting edge technology. With the support of the Federation of Historic British Vehicle Clubs’, the Galashan Foundation’ and the ‘Starter Motor Charity, HSA has developed workshop and training facilities dedicated to Heritage Engineering mechanical, coachbuilding and trim apprenticeships at level 3 standard.
